Meta Business Agent on WhatsApp: when to use it, when to build your own

Meta Business Agent answers your customers on WhatsApp from your business info. How it works, who is excluded, how it is billed and what to measure.

Also available in: Português · Español

Meta Business Agent is Meta's own AI for answering your customers on WhatsApp. It works from the information you give it, recommends products, books appointments, qualifies leads and hands the conversation to your team when you say so. It fits businesses with lots of repeat questions, in an eligible industry, that want to get started fast. Your own bot fits better when your industry is excluded, when the answer depends on your CRM or business rules Meta cannot see, or when you need control over every step. Either way, the number that matters is conversations that become sales, not how many messages went out.

What Meta announced

On June 3, 2026, Meta introduced Meta Business Agent and a platform to build and deploy it. According to the announcement, it answers on WhatsApp and Messenger, is coming to Instagram, and does five things:

  • answers questions specific to your business
  • recommends products from your catalog
  • books appointments and qualifies leads
  • helps close the sale
  • lets you decide when someone from your team steps in

There are two routes. Smaller businesses switch it on inside Meta's own tools, and in September 2026 Meta started bundling more agent capacity into its Meta One subscriptions. Businesses on the WhatsApp Business Platform (the API, including through a solution provider or Embedded Signup) use the agent platform, which has four pieces: a knowledge base (business info, FAQs, websites, files), instructions for tone and priorities, actions wired to your own APIs (like booking a slot or confirming a payment), and handoff between the agent and your app.

Who is left out

This part decides a lot before you test anything. The platform documentation lists the restrictions:

RestrictionWhat the docs say
Excluded industriesFinance, government, health, alcohol, gambling, over-the-counter drugs and matrimony services
Account statusWhatsApp account and owning business not restricted or banned
CountryThe business must be based in a country authorized for the agent
Another agent on the numberAn active AI agent integration blocks Meta Business Agent

Dental practices, medical clinics and lenders fall out on the first row. If you already run an AI bot on the number, you have to pick one. The docs do not address WhatsApp Coexistence; they point to a per-number eligibility check as the final word, so run it before you plan.

How it is billed (no rates)

On the API, Meta Business Agent messages have their own billing category. Meta charges per message, based on a per-token price that covers both AI processing and delivery. One detail matters if you run ads: inside the free entry point window from a click-to-WhatsApp ad, where marketing, utility and service messages are free, Meta Business Agent messages are still billed.

Compare that with your own bot on the API. Its replies are service messages: they draw from the 1,000-per-number monthly allowance in place since October 2026 and are free inside the ad's free window. The AI processing, in that case, you pay to your model provider. The two bills have different shapes, and only your volume tells you which one is cheaper. Meta's side of the math is in WhatsApp Coexistence pricing.

The usual mistake is choosing from the demo. Any agent looks great answering "what are your hours." The test that counts is your hardest real question: the price that depends on the car model, the slot that depends on the dentist's calendar, the shipping that depends on the ZIP code. Pull 20 real questions from last month's chats and run both options against them.

If the number is on Coexistence, the bot and your team share it. Without a handoff rule, the AI talks over your rep. How to design that is in chatbot with WhatsApp Coexistence.

What to measure: conversations that become sales

Message volume is a cost metric, not a result. An agent that sends 4,000 messages a month may just be stretching conversations that go nowhere. Measure in four layers:

  1. Time to first response. This is where AI helps most, at night and on weekends. Why it matters: lead response time.
  2. Handoff rate. Too low can mean the AI is holding on to people who wanted a human; too high, an AI that solves nothing.
  3. Conversations that become quotes and sales. This only shows up in the CRM. Without it, you are measuring support, not revenue.
  4. Cost per sale. Ad spend plus messages, divided by sales in the period.

For layers three and four you need to know where each chat came from. See which ad started the WhatsApp conversation and, to close the loop with revenue, connect Meta Ads to your CRM.

Before you switch on any agent

  • Your industry is not on the exclusion list
  • The number has no other active AI integration, or you have decided which one stays
  • There is a reviewed knowledge base with current prices, lead times and terms
  • It is written down when a chat goes to a person
  • Your CRM records where each conversation came from
  • You know what ads and messages cost you last month

Next step

Pull 20 real chats from last month and tag each one: the AI could handle it, it needs data from your systems, or it needs a person. That count decides between Meta's agent, your own bot or neither. Then make sure the outcome lands in your CRM, because that is where the AI pays for itself or does not. Vazante plans are on pricing.

Frequently asked questions

What is Meta Business Agent on WhatsApp?

It is Meta's own AI agent for businesses, announced on June 3, 2026. It answers customers on WhatsApp and Messenger using your business information, recommends products, books appointments, qualifies leads and hands the chat to your team when you decide.

Is Meta Business Agent free?

On the API, agent messages have their own billing category, charged per message based on token usage, and they are billed even inside the free entry point window. On the app side, more capacity comes with Meta's subscriptions. Check Meta's current rate card.

Can any business use Meta Business Agent?

No. The platform docs exclude finance, government, health, alcohol, gambling, over-the-counter drugs and matrimony services, require an account in good standing in an authorized country, and block numbers that already run another AI agent integration.

How do I know if an AI agent on WhatsApp is driving sales?

Measure conversations that turn into sales, not message volume. Track how many chats reach a person, how many become quotes and sales in your CRM, and cost per sale including ads and messages.
